Bruce brings to the panel a unique perspective of the state policymaking world. He was the recipient of the National Conference of State Legislatures' Excellence in Leadership Award, recently retired as the Speaker of the Idaho House of Representatives. He served 10 terms in the Idaho Legislature, including 4 terms as the speaker. He is a champion of evaluation use in public policy-making and is an ardent supporter of the independent legislative evaluation function. He was the principal author of the bill that resulted in establishing the Idaho Office of performance Evaluations in 1994.
